Using public data, describe your target population, its needs, and its assets. The target population (sometimes referred to as the community or the intended audience) should be limited to a specific geographic area (e.g. neighborhood, city, county, etc.) and be specific enough that you can design a program that is tailored to that particular group. For example, your priority population description may be limited by race, ethnicity, gender, age, sexual orientation, occupation, or other characteristics.
