How can institutions shape the ways in which countries, and their firms, innovate and compete in world markets? Pay attention to the different ways in which local or national institutional configurations (public, private, or a mix) can impact incentives and time horizons of firms, certain types of product and/or process upgrading, skills, learning and types of “innovation outputs”. In answering this, compare at least three of the following countries: USA, Germany, Chile, Argentina, and South Korea. (For the USA, be sure to talk as well about the Fraunhofer case comparison.)
