Process & Outcome Evaluation Plan for NYC Small Business Development Centers

Develop a process and outcome evaluation plan to measure process efficiency and outcome effectiveness of Small Business Development Centers (SBDC's) in New York City. Specifically, I want to develop a detailed evaluation plan to measure financial process efficiency of the government's investment in SBDC, and the overall effectiveness of SBDC outcomes for small businesses - as it relates to business profitability, expansion, jobs created/retained and whatever other outcome measures are relevant for determining small business success
